Do I need both GA4 and Google Tag Manager?

They do different jobs, so the question is not which to pick. GA4 is the analytics product that collects and reports the data. Tag Manager is a container that decides which tracking scripts load and when. You can run GA4 without Tag Manager. You cannot use Tag Manager instead of GA4, because it collects nothing itself.

What each one actually is

GA4 is the measurement tool. It receives events, stores them, and gives you the reports.

Tag Manager is plumbing. It is an empty container you install once, and from then on you add or change tracking scripts inside it without touching the site code. It holds tags; it does not analyse anything.

Why people confuse them

Both are Google products installed with a similar snippet, and GA4 is usually deployed through Tag Manager. So on most sites GTM is the thing visible in the page source and GA4 is invisible, loaded from inside the container. That makes it look like one replaces the other.

When you can skip Tag Manager

If you have exactly one tag, no advertising pixels, and no plans to add any, installing GA4 directly is simpler and one less layer to debug.

The moment you have two or more tags, or you cannot deploy a code change without a developer, the container earns its place.

The mistake worth avoiding

Installing GA4 both directly in the page and through Tag Manager. Both fire, every pageview is counted twice, and your traffic looks like it doubled overnight. It is among the most common tracking faults and it is invisible unless you go looking.
